Guam Crime Stoppers relies on cooperation among the police, media and the community at large to provide a flow of information about crimes and criminals. Crime Stoppers encourages residents of Guam to assist local law enforcement agencies in the fight against crime by overcoming the two key elements that inhibit community involvement: fear and apathy.

Crime Stoppers provides a telephone number and Web Tips to encourage citizens in the community to volunteer vital information helpful to law enforcement agencies to fight against crime.

THE PHONE CALL

Calls are received at the Guam Crime Stoppers tips line phone at its call center. This phone is a stand-alone instrument that does not provide caller ID, and conversations are not recorded. The Guam Crime Stoppers call center completes the tip information form, and then passes the information to the proper law enforcement agency.By guaranteeing a caller's anonymity, Guam Crime Stoppers allows the caller to give information in a positive atmosphere without the prospect of retribution. By offering cash rewards for information leading to indictment or arrests, the program encourages otherwise reluctant callers to provide information.Callers can remain anonymous and are eligible to receive a cash reward if the information given leads to an arrest or grand jury indictment of a felony offender.

THE WEB TIP

Tipsters have the option of providing on-line information simply by clicking the "Give a tip" button on any page. The process is completely secure and anonymous and is an effective and efficient means of safely communicating with Crime Stoppers. The unique integrated two-way dialog capability allows the tipster to come back and provide additional information to their tip at any time. It also provides a secure means for the call center to ask questions or provide reward information back to the tipster through the same secure and encrypted interface.
